Biography

Toby is Roman Ross's cousin, a Dominion educator turned anarchic saboteur whose compounds attack trust, perception, infrastructure, and the belief that power can ever become permanent.

Backstory

Tobias Ross entered a Dominion classroom believing chemistry could give young people a language for changing their circumstances. He watched gifted students become gang recruits, prisoners, casualties, and disposable labor while every institution described the outcome as personal failure.
The breaking point was not one spectacular tragedy. It was repetition. Toby concluded that reform only helped a violent system survive another year, and that people could not be liberated while the structures producing desperation remained intact.
As the Solvent, he attacks networks rather than leaders. A rumor paired with Red Lattice makes allies incapable of trust. Nihil Mist weakens infrastructure while inducing psychological collapse. Delayed exposures ensure a target never knows whether panic is chemical, justified, or both.
His philosophical war with cousin Roman is precise: Roman builds an empire to make the Ross family untouchable; Toby intends to prove that no empire is chemically, socially, or morally stable. He will let the Graveyard Shift collapse from within rather than replace the person at its center.

Origin

Years of watching students disappear into Dominion's criminal and institutional machinery destroyed Toby's belief in reform. He stopped teaching people to survive the system and began developing formulas that could dissolve it.
