Biography
Toby is Roman Ross's cousin, a Dominion educator turned anarchic saboteur whose compounds attack trust, perception, infrastructure, and the belief that power can ever become permanent.

Origin
Years of watching students disappear into Dominion's criminal and institutional machinery destroyed Toby's belief in reform. He stopped teaching people to survive the system and began developing formulas that could dissolve it.
